I can add that here in Pennsylvania, the Paul campaign’s strategy is entirely delegate-based. The popular vote is non-binding; all that matters is that Ron Paul supporters get elected to represent the state as delegates in Tampa. So the current focus is getting potential delegates in each congressional district the minimum amount of signatures required (250) to be on the ballot.
